Luego de los resultados de la contienda electoral del 2 de junio, las fuerzas políticas se reconfiguraron, por lo que la 76 Legislatura del Congreso de Michoacán la 4T, conformada por Morena-PT-Verde, tendrá la mayoría calificada, frente a una oposición PRI-PAN-PRD desdibujada.
Esto luego de que el Instituto Electoral de Michoacán (IEM) emitió este domingo la declaratoria de validez de la elección distrital de mayoría relativa y también definió las diputaciones de representación proporcional, plurinominales o pluris, gracias a las cuales la oposición seguirá media viva.
Por partido político, y a reserva de que se resuelvan posibles medios de impugnación, los grupos parlamentarios de la 76 Legislatura que iniciará en septiembre quedarán como sigue: PAN, cuatro diputados; sólo uno de ellos de mayoría relativa, los demás, pluris. PRI, tres diputados; todos plurinominales, pues de mayoría no ganó un solo distrito. PRD, dos diputados; ambos plurinominales, pues de mayoría no ganó un solo distrito.
MC, dos diputados; ambos plurinominales, pues de mayoría no ganó un solo distrito. Morena, 16 diputados; 14 de ellos de mayoría, los otros dos, pluris. PT, cinco diputados; tres de ellos de mayoría, los otros dos, pluris. Verde, seis diputados; cuatro de ellos de mayoría, los otros dos, pluris. Independientes, dos diputaciones de mayoría; sin derecho a plurinominales.
Así las cosas, entre Morena y sus aliados Verde y PT sumarán 27 curules, mientras que el bloque PRI-PAN-PRD tendrá nueve diputaciones, el partido MC tendrá dos, y habrá dos diputados independientes, con lo que estarán ocupadas las 40 diputaciones del Congreso de Michoacán. En el Congreso de Michoacán se utilizan diferentes tipos de mayorías para aprobar distintas clases de decisiones. Las dos principales son la mayoría simple y la mayoría calificada. La mayoría simple, que se logra cuando más de la mitad de los presentes en la sesión votan a favor de una propuesta; este tipo de mayoría se utiliza para aprobar la mayoría de las leyes y resoluciones ordinarias. Por ejemplo, si en una sesión están presentes 40 diputados, se necesita que al menos 21 voten a favor de la propuesta para que esta sea aprobada.
La mayoría calificada requiere un porcentaje específico superior al de la mayoría simple, que puede ser dos tercios, de los presentes o del total de miembros del Congreso; se utiliza para decisiones de mayor trascendencia, como reformas constitucionales, nombramientos de altos funcionarios o cambios en las leyes orgánicas. Por ejemplo, para ciertas decisiones puede ser necesario que dos tercios de los 40 diputados, es decir, 27 votos, aprueben la propuesta; este es justo el número de votos con los que Morena y sus aliados entrarán a la 76 Legislatura del Congreso de Michoacán.
