El archivo municipal de Zamora es uno de los mejor organizados a nivel estatal, inclusive supera al de Morelia, ya que está debidamente clasificado por archivo de trámite, de concentración e histórico.
En este último se cuenta con archivos de 1834 de lo que eran los escribanos (hoy notarios públicos). Además, ya se trabaja en la cristalización de una hemeroteca. video teca y fototeca, informó Arturo Ceja Arellano, asesor del archivo histórico de Zamora.
Indicó que para reorganizar un archivo se requiere considerar lo siguiente, «se conforma del archivo de trámite, que es el primer archivo que ingresa de las oficinas de la presidencia municipal; posteriormente en un lapso de 3 a 6 años, ese archivo se debe revisar, con la finalidad de hacer una baja documental y depuración de todos aquellos documentos que no tienen el valor jurídico, histórico y administrativo.
En cambio, los que tienen esos tres valores, pasan a formar parte del archivo de concentración para que en un lapso de 10 a 12 años se haga otra revisión, a ciencia y conciencia para que se determine si pasan o no al archivo histórico. Estos últimos ya son intocables, «para eso hay que tener conocimiento de causa y capacitar al grupo interdisciplinario que es el que debe meter mano, avalado por el secretario del ayuntamiento, el cual es el principal responsable de los archivos históricos».
Dijo que es un mal nacional, no tener bien organizado un archivo, que lamentablemente la autoridad ignora que es un archivo y cómo está constituido. Y es que en cada dependencia del ayuntamiento hay un responsable de hacer el archivo, el cual no debe mandar basura, sino documentos de interés.
Finalmente recalcó que los documentos que si deben ingresar son los que conservan los valores: histórico, administrativo y jurídico, desde permisos de uso de suelo. de construcción, entre otros, “un 70% de los ayuntamientos de Michoacán no le dan el valor que merece a sus archivos, son bodegas con documentos amontonados».
