– Urgente generar políticas sociales y programas de gobierno que privilegien la justicia social

Investigadores del Colegio de Michoacán (ColMich) adheridos a la Red Nacional de estudios sobre espacios carcelarios ven con preocupación el aumento de la población penitenciaria en el país.
Por lo que consideraron urgente generar políticas sociales y programas de gobiernos que atiendan las causas y privilegien la justicia social, como garantizar más educación, más oportunidades de trabajo e inclusive, apoyos emocionales-psicológicos y sociales a toda la población que lo requiera.
Martha Chávez Torres, profesora investigadora del (ColMich) del Centro de Estudios de Geografía Humana, detalló que el ideal en esta red es atender las causas que motivan a una persona a cometer un delito y que las cárceles vayan desapareciendo poco a poco, como sucede en países como Noruega y Dinamarca, “en donde además de que son pocas las cárceles, su arquitectura es más amable, menos hermética, más vivible, con más iluminación natural, consecuentemente, menos efectos psicológicos a sus internos”.
Además, subrayó, es una arquitectura que se va quedando vacía, porque cada vez suceden menos delitos y menos casos de personas que hay que recluir porque tienen trabajo, educación y más oportunidades, “en contraste, vemos que en México las prisiones, lejos de disminuir, están saturadas en algunos casos, con aumentos significativos cada año. Tan sólo en Michoacán se estima hay 380 cárceles».
Indicó que la población femenina en prisión también va en aumento, «mientras que anteriormente del total de la población en prisión el 4% eran mujeres, ahora en el país y Michoacán aumentó al 7% y cada vez son más jóvenes, entre 19 y 23 años. Es así que impartimos una cátedra intensiva de 3 días en las instalaciones del colegio, hoy concluye, para abordar temas sobre encierro o espacios de control, encierro punitivo o prisiones, la ciudad en su función de vigilancia y control de sus pobladores desde el siglo XVI hasta el XX, violencia, delitos, prisiones, instituciones de control y encierro: manicomios, colegios militares, hospitales entre otras”.
Finalmente puntualizó que esta cátedra se hace en el marco de las actividades que realiza la red nacional de estudios sobre espacios carcelarios, en donde participan académicos que trabajan temas relacionados con prisión desde jóvenes infractores y adultos; así como en líneas de investigación referentes a la violencia, el delito, la vulnerabilidad social e historia de las ciudades.
