-Forma los recursos humanos en base a un proyecto de CEA y CONAGUA

“Michoacán tiene una verdadera política en materia de cultura de agua. Está formando los recursos humanos que en un futuro serán los tomadores de decisiones y los administradores para hacer eficiente el uso del recurso hídrico, señaló José Luis Calderón Limón, instructor de la Comisión Nacional del Agua (CONAGUA) y de la Comisión Estatal del Agua (CEA).
Indicó que por ello a través de estas dependencias se implementa el taller “formación de instructores y mercadotecnia social”, como una estrategia que permite formar recursos humanos en materia de la cultura del agua. Este se realizó en instalaciones de la sociedad médica de Zamora, convocado por el SAPAJ.
Dirigido a líderes sociales, a promotores de cultura del agua y maestros convocados por los organismos operadores. Tiene como objetivo proporcionar técnicas y estrategias didácticas que faciliten la labor para todos los docentes o para cualquier persona que realiza trabajo comunitario, “es decir a través de este taller se les instruye del por qué se debe de proteger, cuidar y valorar el agua”.
“Estos a su vez impactaran a alumnos, maestros y padres de familia de preescolar, primaria, secundaria y universidades. Los maestros, tan criticados, han aceptado este proyecto para continuar con sus planes y programas de estudio y de esta manera puedan concientizar a sus alumnos sobre la importancia de cuidar el recurso hídrico”, resaltó.
El proyecto forma parte del programa federalizado de cultura del agua, donde la CONAGUA aporta un 50 por ciento y la otra mitad la CEA, para lo cual ambas dependencias hacen una inversión total de un millón de pesos “en la entidad fueron beneficiados a través de este proyecto 12 municipios, entre los que destacan: Zamora, Jacona, Zacapu, Purepero, entre otros”.
Entre los temas que se abordaron son: el agua y los recursos naturales, el agua como insumo para la producción, el agua y los conflictos sociales, aspectos culturales del agua, el agua y los sistemas de la tierra y el agua y su relación con todos los elementos biológicos.
El proyecto también contempla diversas actividades desde ferias del agua, caravanas del agua, talleres de capacitación y se proporcionan materiales didácticos; así como eventos y espectáculos que promocionan la cultura del agua.
Aseguró que Michoacán es uno de los estados que ha tenido mayor impacto en relación a este proyecto, pues se ha preocupado por formar recursos humanos que contribuyan al cuidado del agua. Al tiempo que dijo que en administraciones anteriores no se apoyaba este proyecto, y que ahora tras varios años se firmó el fondo económico gracias a la buena voluntad de la CONAGUA y el gobierno estatal a través de la CEA.
“La problemática del agua en Michoacán es muy diversa y versátil. Cada municipio tiene condiciones muy particulares y no solo la entidad, y no solo México, sino que a nivel global el problema de agua es cada vez más apremiante y en ese sentido se requiere gente que sepa del problema del agua y busque las soluciones de manera participativa y positiva”.
“Eso es lo que busca este proyecto: informar a la población, a los administradores de agua y a los tomadores de decisiones que el conflicto es colosal, que no es una condición que con un decreto gubernamental se va a solucionar el problema. La sociedad tendrá que participar, la iniciativa privada tendrá que aportar, los gobiernos tendrán que ser más eficaces en la aplicación de las leyes y sobre todo informar a la población de todo este conflicto. En ese sentido Michoacán está en el sentido correcto, tiene una verdadera política en materia de cultura de agua”, concluyó.
