“En Michoacán se cuentan ya con las condiciones para transitar hacia un nuevo sistema penitenciario homologado”, aseguró el subsecretario de Prevención y Reinserción Social, Manuel Alejandro Lluch García, durante la reunión de trabajo sostenida ayer para analizar los avances de adopción de protocolos generales de seguridad y diagnóstico aprobados en las VI y VII Conferencia Nacional del Sistema Penitenciario.
Ante funcionarios de la Subsecretaría de Prevención y Reinserción Social de la Secretaría de Seguridad Pública Federal, encabezados por el director de Homologación, Mario Ortiz Cadena, Lluch García comentó que en lo que va de la presente administración se han adoptado cuatro protocolos de seguridad que permitirán avanzar de manera significativa y obtener la certificación correspondiente, como ya ocurre con otros Estados de la República.
Lluch García resaltó que el gobernador del Estado, Fausto Vallejo Figueroa y el secretario de Seguridad Pública, Elías Álvarez Hernández, han tomado decisiones en cuanto a la erradicación de conductas que alentaban el autogobierno y se han emprendido las acciones necesarias para avanzar en este proceso de homologación, de tal forma que hoy en día ya se cuentan con los protocolos de revisión de visitas a internos, pase de listas y entrega de oficios de beneficios de libertad anticipada a sentenciados.
De igual forma, el funcionario destacó que en el mes de febrero, Michoacán se encontraba en el penúltimo lugar a nivel nacional con relación a Registro Nacional de Información Penitenciaria, el cual presentaba un desfase grave del 92 por ciento de actualización y que a la fecha se ha logrado avanzar en un 61 por ciento.
Con relación a los protocolos adoptados, Mario Ortiz Cadena ponderó que ya se han dado los primeros pasos para avanzar hacia un nuevo sistema penitenciario que cuente con personal acreditado, para que además, los centros de reclusión dejen de ser únicamente espacios para la contención de personas y se conviertan en detonadores de la reinserción social de los sentenciados.
Abundó que la disponibilidad de información homogénea, actualizada, veraz y oportuna es requisito indispensable para la toma de decisiones y la actuación eficaz de las autoridades penitenciarias. Por eso, argumentó, es preciso integrar un solo sistema de información penitenciaria, que permita generar estadísticas continuas, emprender estudios especializados y proyectar al sistema con una visión de largo alcance.
Mario Ortiz mencionó que se tiene que replantear la función y la operación de los centros penitenciarios para que dejen de ser únicamente espacios para la contención de personas y se conviertan en detonadores de la reinserción social de los sentenciados
Por su parte, el director de Profesionalización, Efraín Quintero Quezada, resaltó la trascendencia de que el personal operativo, administrativo y mandos de los centros penitenciarios se encuentran acreditados y certificados para garantizar la confiabilidad y eficiencia en el servicio, por lo que puso a disposición de la Subsecretaría el respaldo incondicional para cumplir con este propósito.
Finalmente, la comitiva de funcionarios federales acordó una próxima visita para constatar la aplicación de los protocolos que han sido adoptados por Michoacán y evaluar su avance en el proceso de homologación.
