Finalmente el Ayuntamiento quedó formalmente inscrito en el Mando Unificado Policial, tras la firma del convenio entre autoridades municipales, estatales y federales. El primer paso fue hacer la designación de José Luis Carabeo Basaldúa como nuevo director de policía y tránsito en sustitución de José Adán Ureña Barajas.
El nuevo director de policía y tránsito fue designado por parte de la federación como parte de los compromisos establecidos en el convenio del Mando Unificado. Es originario del Distrito Federal y cuenta con 12 años de experiencia en diferentes dependencias como la Procuraduría General de la República (PGR), la extinta Agencia Federal de Investigaciones (AFI) y la Secretaría de Seguridad Pública (SSP) del Gobierno Federal.
A partir del próximo 9 de junio iniciará la limpieza en la corporación para quedarse únicamente con elementos que estén dispuestos a trabajar y a servir con transparencia a la población. La plantilla laboral actualmente consta de 377 policías preventivos y 55 auxiliares.
“Será lanzada una convocatoria abierta a los ciudadanos que estén dispuestos a formar parte del cuerpo policiaco porque si una plaza queda vacante, debe ser ocupada por otra persona. La limpieza que pretendemos llevar a cabo dependerá de los exámenes de control y confianza a los que tendrán que someterse los elementos que no cuenten con el documento que los acredite en ese rubro”, informó Froylán González Guzmán, encargado de la Policía Estatal Preventiva en la región, en el marco de una rueda de prensa efectuada en sala de Cabildo.
Por su parte, Rosa Hilda Abascal Rodríguez, alcaldesa, dijo que la firma del convenio viene a ser un trabajo en equipo con la federación, ya que pese a que la cuestión operativa de Policía, Tránsito y Protección Civil queda en manos del Estado, habrá una coordinación con el Ayuntamiento para atender las contingencias de seguridad que se presenten.
“Los zamoranos merecen tener una vida de tranquilidad y con el trabajo en equipo seguramente daremos mayor número de resultados. No tiene que prevalecer un ambiente de desconfianza, sino por el contrario es una transformación que nos garantiza vivir en mejores condiciones de vida”, dijo.
Aclaró que si se llegan a presentar bajas porque haya elementos que no acrediten los exámenes de control y confianza, tendrán que ser liquidados por el Gobierno del Estado y dijo que tomarán en cuenta su antigüedad, puesto y la remuneración económica que percibían por desarrollar su trabajo.
“El dinero que se genere por concepto de multas de tránsito, se mantendrá para las necesidades que tenga el Ayuntamiento, pero toda la cuestión operativa quedará en manos del
Gobierno del Estado que tendrá una coordinación estrecha con nosotros”, explicó.
Para concluir, José Luis Carabeo Basaldúa aseveró que no viene en un plan de hacer cacería de brujas al interior de la corporación, por el contrario, tiene la intención de contar con un departamento digno y transparente en donde haya nuevas ideas de trabajo que permitan mantener un contacto estrecho con la población.
